The two differ because they summarise the review set differently — sampling windows and bucket weighting are not identical — but both describe a “mostly positive” game with roughly thirty-nine thousand reviews. Note also that the store's own recommendation counter is a separate figure again: recommendations.total reads 6,354 through the store API, which counts recommendations rather than total reviews. Do not mix the three.

These cannot both describe the same thing: the evaluation figure was recorded before the paid switch, and 1.31 removed the store and its purchasable content from the app. The safest reading is that the DLC count has changed over the game's life and that the current record is 10, which is what SteamDB showed when checked. This page does not pick a single “correct” historic value.
